Problem :
Projects everywhere, governance nowhere.
The organisation operated without a standardised project management approach — leading to inconsistent delivery, poor portfolio visibility, and a growing misalignment between IT projects and business strategy. Project managers lacked clear governance processes, making it nearly impossible to prioritise competing requests or track project health in any consistent way. Stakeholders had no visibility into status, benefits realisation, or portfolio health.
Resource allocation was reactive rather than strategic, project closure was undocumented and unenforced, and the organisation had no mechanism to balance execution quality, portfolio alignment, and resource efficiency across initiatives of very different sizes and complexity.
Challenge :
Standardise without bureaucratising
A PMO framework at organisational scale had to be flexible enough to cover everything from small tactical initiatives to large strategic programs while staying lightweight enough not to create overhead that undermined adoption. The organisation needed to balance standardisation with customisation, accommodate teams at varying PM maturity levels, and integrate program management alongside project management. Establishing intake and prioritisation discipline meant changing how stakeholders submitted and approved requests — which demanded change management alongside process design.
SOLUTION:
Right-sized governance for every project.
A tiered project management framework was designed across three levels of rigor: Level 1 for small initiatives (lightweight charter, simple status report, rapid closure); Level 2 for medium projects (structured planning, documented stakeholder engagement); and Level 3 for large programs (comprehensive charter, formal governance, benefits tracking). A project intake and prioritisation process was established to capture requests, apply value assessment, and make consistent approval decisions. Portfolio and program management capabilities layered across all three tiers. Over 40 templates, 12+ assessment tools, and a Monday.com portfolio tracker operationalised every phase.

The organisation deployed a comprehensive five-phase PMO implementation with clear governance, intake, and approval workflows. Projects are now managed according to their complexity level with defined SOPs, 40+ templates, and consistent reporting. Portfolio managers have real-time visibility into project health, benefits tracking, and cross-project dependencies through structured Monday.com-based reporting. The framework enables strategic prioritisation of IT investments while reducing administrative burden — and a phased rollout with dedicated training ensured adoption across 40+ project manager roles.
